The environmental problems enacted during the periods between the eighteenth century at the birth of the Industrial Revolution and the middle of the twentieth century were comparatively local issues, if anything, as being typified by the pollution problems. But however, since the end of the twentieth century the environmental issues on a global basis are becoming to catch the attention of the world, taking a cue from the problems such as greenhouse effect and ozone layer destruction by chlorofluo-rocarbon gas. Keeping up a current stream of the trend, the development of such legal systems proceeded on to forward steadily as the PRTR-Law (the Pollutant Release and Transfer Resister Law) and the Law for Promotion of Effective Utilization of Resources within the country in Japan before or after 2000. And also on an international basis, the movement for the environmental conservation was being accelerated on a global basis such as the first promised period of the Kyoto Protocol adopted at the International Conference in 1997 started at 2008. As of today in 2009 the term "ecology" becomes the most important interesting word to common people, and various activities are developing toward the improvements from an environmental point of view in the refractories industry too.
