内容简介I belong to the Advanced Materials Laboratory of the National Institute for Materials Science (NIMS), an independent administrative institution. The institute was established on April 1, 2001, when two national research institutes, i.e., the National Research Institute for Metals and the National Institute for Research in Inorganic Materials were merged. Although NIMS's R and D programs cover a broad range of materials including high temperature materials, I myself have had little to do with refractories. It was therefore difficult for me to find a topic that might interest the readers of this journal. Finally, I decided to present my view of the relation between research and the research environment that is undergoing a drastic change, although the topic may sound rather stiff. In Japan, research was traditionally conducted mainly in universities, industries, and national institutes. This system was drastically reformed two years ago, when Independent Administrative Institutions (IAIs) were established. Still this is just the beginning of the reformation. In a few years, every national university will be transformed into an IAI. Considering that the number of researchers working in the national institutes is about sixteen thousand and that of teachers working in the national universities is ten times as much, this is a huge reformation.
